According to the Bill (Re.№2740) it is supposed to regulate the questions of the provision of disabled with the cars, to establish the one rules regarding the distribution of the cars with the manual and usual steering. Moreover it is supposed to give the Cabinet of Ministers the authority to determine the transferring of the cars through the labor and social protection bodies in the property of the families of the perished disabled people.
It was stressed that the Committee recommends to introduce the amendments to the item 20 of the Law "On the status and social protection of the citizens, suffered from Chornobyl Disaster", according to which "out-of-the-turn- free from charge provision with the cars of the disabled people of the I and II categories with the corresponding medical evidences. The disabled of the II category without medical evidences have right for the free or the preferential provision with the car. The conditions of the car provision are determined by the Cabinet of Ministers of Ukraine".
The People´s Deputies consider these regulations contradict the item 22 of the Constitution of Ukraine "as it narrows the rights of the disabled suffered from the Chornobyl Disaster".
On the meeting of the Committee it was stressed that the notions "or on the concessional terms", legitimately not determined the conditions of the receive of the cars by the disabled. The issue on the provision with the cars of the disabled of the I and II categories, that suffered from the Chornobyl Disaster is already regulated by the Law "On the status and social protection of the citizens suffered from Chornobyl Disaster", that is why the Committee considers the amendments inexpedient.
The corresponding resolution is directed to The Verkhovna Rada of Ukraine Committee on the Matters of Pensioners, Veterans and the Disabled.
